This momentous occasion marks a significant milestone in the enduring partnership between the Republic of Uganda and the People’s Republic of China. Today, we gather to reaffirm our commitment to deepening economic ties, fostering trade and investment, and building industrial partnerships that drive innovation and sustainable development.

Under the visionary leadership of H.E. Yoweri Kaguta Museveni, Uganda has made remarkable strides in creating a business-friendly environment through strategic reforms, infrastructure development, and policy incentives.

Among Uganda’s most promising sectors is mining, where we are rich in untapped mineral resources, including gold, rare earth elements, copper, and lithium. With a strong focus on value addition, transparency, and sustainable resource management, Uganda is positioning itself as a premier mining investment destination in Africa. Throughout this conference, you will hear more about the recent policy enhancements, such as streamlined licensing processes and investor-friendly regulations, ensuring that mining projects in Uganda are not only secure but also profitable and impactful.

China has played a pivotal role in Uganda’s infrastructure development, supporting key projects in transportation, energy, and telecommunications. These investments have laid a solid foundation for industrialization, opening the door to greater trade and economic expansion. As Uganda continues on its development journey, we recognize the need to deepen and broaden this partnership—particularly in the mining sector. The focus must not only be on extraction but also on value addition and creating lasting socio-economic impacts.
中国在乌干达基础设施建设中发挥了关键作用，支持了交通、能源、电信等重点项目。这些投资为工业化奠定了坚实的基础，为进一步扩大贸易和经济发展打开了大门。随着乌干达继续其发展之旅，我们认识到有必要深化和扩大这种伙伴关系，特别是在采矿部门。重点不仅要放在开采上，还要放在增值和创造持久的社会经济影响上。

In today’s rapidly evolving global economy, technology and innovation are key to unlocking the full potential of Uganda’s mining sector. Uganda is eager to collaborate with China in technology transfer, modern exploration techniques, and sustainable mineral processing. By leveraging advanced mining technologies—such as AI-driven exploration, cutting-edge extraction methods, and value-added refining—Uganda can maximize resource efficiency while ensuring long-term sustainability.
在当今快速发展的全球经济中，技术和创新是释放乌干达采矿业全部潜力的关键。乌干达渴望与中国在技术转让、现代勘探技术和可持续矿物加工方面进行合作。通过利用先进的采矿技术，如人工智能驱动的勘探、前沿的提取技术和增值精炼，乌干达可以最大限度地提高资源效率，同时确保长期的可持续性。
We invite Chinese companies to invest in research and development (R&D), mineral beneficiation facilities, and skills development programs that will build local expertise, create jobs, and establish Uganda as a hub for responsible and value-driven mining.

Sustainable Development 可持续发展
As we seek to harness our rich mineral resources, sustainability remains at the core of Uganda’s mining strategy. We are committed to responsible mining practices that prioritize environmental protection, community welfare, and resource conservation. Uganda invites Chinese partners to join us in developing innovative mining solutions—such as advanced mining technologies, mineral beneficiation, and efficient processing methods—that not only protect the environment but also ensure long-term socio-economic benefits.
在我们设法利用我们丰富的矿产资源时，可持续性仍然是乌干达采矿战略的核心。我们致力于负责任的采矿实践，优先考虑环境保护、社区福利和资源节约。乌干达邀请中国合作伙伴与我们一起开发创新的采矿解决方案，如先进的采矿技术、矿物选矿和高效的加工方法，不仅可以保护环境，还可以确保长期的社会经济效益。
Investing in sustainable mining offers a strategic advantage. It drives prosperity, strengthens regional economies, and safeguards Uganda’s natural heritage for future generations.

Uganda and China have long shared a strong history of diplomatic and economic cooperation. As global markets become more interconnected, we must strengthen our geopolitical and economic alliances. Today’s engagement is not just about trade; it is about building economic resilience, fostering regional stability, and achieving mutual growth.
乌干达和中国在外交和经济合作方面有着悠久的历史。随着全球市场相互联系日益紧密，我们加强地缘政治和经济联盟至关重要。今天的活动不仅涉及贸易；它关乎增强经济韧性，促进地区稳定，实现共同增长。
Through platforms like the Forum on China-Africa Cooperation (FOCAC), Uganda remains committed to working closely with China to advance our shared economic interests and navigate the evolving global landscape together.
