Directly Supervises: Investment Executive– Procurement
Job Summary: is to assist the Head of PDU in overseeing purchasing of activities and evaluating suppliers, products and services, negotiating contracts, and ensuring that approved purchases are cost-efficient and of high quality of activities. He/she is also responsible for supervising other staff under him/her, maintaining positive supplier relations, evaluating supply options, approving purchases, and maintaining accurate records.
Key duties and Responsibilities
- Participate in drawing up the Authority’s Annual Procurement Plan and ensure its timely implementation
- Support the coordination, monitoring and assessing of implementation of procurement and disposal of assets, policies and guidelines and making appropriate recommendations;
- Contribute to the development of appropriate internal procurement and disposal of assets controls and procedures consistent with the legal and regulatory framework;
- Prepare bids for procurement and disposal processes
- Prepare, administer and issue approved contracts;
- Liaise with suppliers and other stakeholders so as to ensure timely delivery of goods and services;
- Prepare Statements of Requirements (Bills of Quantities)
- Prepare contract performance status reports
- Undertake any other assignments as may be directed from time to time
Qualifications and Experience
- A minimum of a Masters degree in Procurement and Supply Management, Business Administration (majoring in procurement) or any other related qualification from a recognized institution.
- Degree in Procurement and Supplies Management, Business Administration, Business management, Commerce is preferred.
- Possession of the Chartered Institute of Purchasing and Supplies (CIPS) Graduate Diploma or its equivalent from a recognized Institution is a must.
- Full membership MCIPS with the relevant professional body is a must.
- Knowledge in relevant Government computerized procurement systems will be an added advantage.
- 5+ years hands on experience in a busy government entity.
- Knowledge of the PPDA Act, Regulations, Standard Bidding Documents and guidelines.
Key Competences
- Should have an analytical mind and keep up with product and service trends.
- Should be able to negotiate well and ensure that all purchases comply with PPDA standards.
- Proficiency in Microsoft Office suite and ERP purchasing Software
- Stakeholder Management
- Strong communication and negotiation skills.
- Supervisory and management experience.
