President Museveni commissions $150-million Victoria Sugar Factory

President Yoweri Museveni, on 30 December 2025, commissioned Victoria Sugar in Luwero District in central Uganda, over 60 kilometres north of the capital Kampala.

Accompanied by the First Lady, Janet, the President said Victoria Sugar is contributing to Uganda’s industrialisation and wealth creation.

The President said that for Uganda to grow and develop, it must add value to its resources and reduce imports, citing how he banned the export of raw minerals, and now the benefits are pouring in. Gold, for example, has now become one of the biggest and highest-earning exports of Uganda.

President Museveni said the government will keep creating enablers for industrial growth while also addressing workers’ welfare, including minimum wage, social security, and safety, among others.

Victoria Sugar’s Managing Director, Jiyani Alpesh, commended the government for creating a conducive environment for investment and business, revealing that they have so far invested over 150 million dollars.

Alpesh said the factory sits on 17,000 acres of sugar plantation, has 9,000 outgrowers, and employs over 8,000 Ugandans. He said they have acquired another 10 square miles of land in Kiryandongo District to enable their expansion.

According to Alpesh, Victoria Group operates across multiple subsectors, including sugar manufacturing, clean energy cogeneration, distillery operations, plastics manufacturing, tarpaulins, tyre manufacturing, tiles production, steel products, cable manufacturing, recycled batteries, and household utensils.

From 2018, when they set up shop, the group has contributed 225 billion shillings in direct and indirect taxes, hence supporting national development and public service delivery.
