The Uganda Investment Authority (UIA) is a semi-autonomous Government Agency operating in partnership with the private sector and Government of Uganda to drive National economic growth and development. The Authority is established under the Investment Code Act, Cap. 74 with the aim of promoting and facilitating private sector investment in Uganda.

DEPARTMENT OF FINANCE AND ADMINISTRATION

POST: DEPUTY DIRECTOR, HUMAN RESOURCE MANAGEMENT

REPORTS TO: DIRECTOR, FINANCE AND ADMINISTRATION

SALARY: UIA 4

JOB SUMMARY: To provide strategic leadership and technical guidance in the review, development and implementation of human resource policies, systems, and practices that promote a productive, motivated, and high-performing workforce at the Authority

ACADEMIC QUALIFICATIONS:

  1. An Honorโ€™s Bachelorโ€™s Degree in either Human Resource Management, Arts, Social Sciences, Public Administration, Development Studies, Social Work and Social Administration, Business Administration (Management Option) with a bias in Human Resource field such as Human Resource Development, Human Resource Management or Organisational Development Studies from a recognized Institution.
  2. Masterโ€™s in Human Resource Management or Masterโ€™s in Human Resource studies from a recognized Institution.

WORK EXPERIENCE:

At least six (6) years working experience or should have served a minimum of three (3) years at Senior level from a reputable organization.

KEY DUTIES AND RESPONSIBILITIES

  1. HR Strategy & Planning: Develops and implements HR strategies, policies, and plans that align with UIAโ€™s mandate, organizational goals, and National Development priorities. Ensures HR plans support workforce development, succession planning, and performance management.
  2. Policy Guidance & Advisory: Advises management on HR policies, workforce planning, and staff development initiatives. Provides guidance on HR best practices, regulatory compliance, and organizational effectiveness.

    1. Talent Acquisition & Retention: Leads recruitment, onboarding, and retention strategies to attract and maintain a high-performing workforce. Ensures competitive and fair HR practices that promote diversity, equity, and inclusion.

POST: DEPUTY DIRECTOR, PLANNING AND BUDGETING

REPORTS TO: DIRECTOR, FINANCE AND ADMINISTRATION

JOB SUMMARY: To coordinate and oversee planning, budgeting, and performance monitoring within UIA, ensuring alignment with strategic objectives, efficient resource use, and informed decision-making.

ACADEMIC QUALIFICATIONS

  1. An Honors Bachelorโ€™s Degree in Business Administration, Economics, Statistics, Commerce, from a recognized institution.
  2. Must have completed a Masterโ€™s Degree in either Business Administration, Economics, Economic Policy and Planning, Public Policy from a recognized Institution
  3. Post graduate diploma in financial management is an added advantage

WORK EXPERIENCE

At least six (6) years working experience or should have served a minimum of three (3) years at Senior level or an equivalent level from a reputable organization.

KEY DUTIES AND RESPONSIBILITIES
  1. Planning & Budgeting: Leads the preparation of departmental and organizational work plans, budgets, tracking of the achievements of the operational targets in line with UIAโ€™s strategic objectives and national development priorities. Identifies resource needs for departmental activities and contributes to proposals for funding or technical support.
  2. Policy Advisory: Provides input on investment policies and programs based on operational insights and departmental performance. Supports senior management with recommendations to improve efficiency and alignment with government objectives.
  3. Work Plan Execution: Coordinates the implementation of approved plans, ensuring activities are completed on time, resources are utilized efficiently, and performance indicators are met.
  4. Monitoring & Reporting: Monitors progress on departmental and organizational plans, consolidates reports, conducts midterm reviews and assessments and produces reports highlighting challenges and recommendations to senior management for action.
  5. Compliance: Ensures that all activities adhere to relevant laws, regulations, and UIA policies, maintaining records and supporting audits as required.

POST: SENIOR ACCOUNTANT

REPORTS TO: DEPUTY DIRECTOR, FINANCE AND ACCOUNTS

SALARY: UIA 5

JOB SUMMARY: To manage financial transactions in the Authority including expenditure accounts and accountability according to the financial regulations.

ACADEMIC QUALIFICATIONS

  1. An Honorโ€™s Bachelorโ€™s Degree in either: Commerce (Accounting or Finance) or Full professional qualification in Accountancy obtained from a recognized Institution/body accredited by the Institute of Certified Public Accountants of Uganda (ICPAU) and post graduate Diploma in Finance and Accounting, Business Administration (Accounting or Finance), Business Studies (Accounting) from a recognized University.
  2. A Masterโ€™s Degree in either Business Administration, Business Administration (Finance or Accounting), Financial Management, Accountancy from a recognized University.
  3. Full professional qualification in Accountancy obtained from a recognized Institution/body accredited by the Institute of Certified Public Accountants of Uganda (ICPAU) and
  4. Member of a recognized Accounting professional body.

WORK EXPERIENCE

At least three (3) years working experience from a reputable organization.

JOB SUMMARY: To provide safe, reliable, and timely transport services for UIA staff, officials, and visitors, ensuring adherence to traffic regulations, vehicle maintenance standards, and the Authorityโ€™s operational requirements.

ACADEMIC QUALIFICATIONS

  1. A Uganda Certificate of Education with at least a Pass in English
  2. Valid driving permit of at least Class B

Work Experience

A Minimum of Two (2) years working experience in government or a reputable organization

KEY DUTIES AND RESPONSIBILITIES

  1. Drive UIA vehicles safely and efficiently, ensuring timely transportation of staff, officials, and authorized passengers to assigned destinations.
  2. Maintain the vehicle in good condition by performing regular checks, fueling, cleaning, and reporting any maintenance or repair needs promptly.
  3. Ensure compliance with all traffic laws, road safety regulations, and organizational transport policies.
  4. Assist in loading, unloading, and transporting office supplies, equipment, or documents as required.
  5. Plan and follow the most efficient routes to meet schedules while considering traffic, weather, and safety conditions.
  6. Keep accurate records of vehicle usage, fuel consumption, mileage, and maintenance activities as required by UIA policies.

ACADEMIC QUALIFICATIONS

  1. An Honourโ€™s Bachelorโ€™s degree in Civil Engineering from a recognized University.
  2. A Masterโ€™s Degree in Civil Engineering from a recognized university or institution.
  3. Must be registered with the Uganda Engineersโ€™ Registration Board

WORK EXPERIENCE

At least six (6) years working experience with a minimum of three (3) years at Senior level from a reputable organization.

Key Duties and Responsibilities

  1. Develop comprehensive project plans that define objectives, timelines, milestones, and resource allocation.
  2. Plan, review, and promote engineering projects related to industrial parks, harbors, and land use changes.
  3. Identify potential project risks such as weather, supply chain disruptions, or technical challenges and develop mitigation strategies to ensure timely completion.
  4. Engineering Design & Technical Oversight
    • Review, assess, and approve engineering designs, drawings, and plans for industrial park infrastructure and facilities.
    • Ensure all designs and construction plans comply with relevant engineering standards, regulations, and best practices.
    • Monitor technical quality and performance of ongoing projects, ensuring projects meet required specifications.
  5. Coordinate with internal teams, contractors, government agencies, and other stakeholders to align project objectives and deliverables.
  6. Monitor project compliance with regulatory requirements and environmental, health, and safety standards to prevent legal or operational issues.
    Facilitate collaboration between engineering, operations, and planning teams to optimize project delivery.
  7. Prepare detailed project cost estimates and monitor expenditures throughout the project lifecycle.
  8. Ensure optimal use of resources, materials, and personnel for effective project execution.
  9. Provide technical input for departmental budgets and resource planning.

WORK EXPERIENCE

A minimum of two (2) years

KEY DUTIES AND RESPONSIBILITIES

  1. Utilizing GIS software to analyse spatial data related to potential industrial park locations;
  2. Conducting spatial analysis to identify trends and patterns that can inform investment decisions;
  3. Preparing feasibility studies that incorporate GIS data to support decision-making processes;
  4. Monitoring project progress using GIS tools to track milestones and assess performance metrics;
  5. Presenting GIS findings and investment opportunities clearly and effectively to diverse audiences;
  6. Analysing existing regulations affecting industrial park development and recommend improvements based on GIS insights;

  1. Profile domestic investors by region and industry to support targeted engagement and investment readiness
  2. Conducts research to identify joint venture investors from emerging markets, and promote and disseminate information on Ugandaโ€™s investment opportunities
  3. Receive and engage prospective investors, providing relevant and up-to-date information on procedures, sector opportunities, incentives and investment environment.ย 
  4. Coordinate the licensing of domestic investors.
  5. Monitor licensed investorsโ€™ progress through site visits, follow-ups, engagements to address challenges and provide tailored aftercare services.

KEY DUTIES AND RESPONSIBILITIES

  1. Prepares sector profiles, investment opportunities, pitch decks, and opportunity briefs.
  2. Conduct market intelligence and link market opportunities potentials investors in the industrial parks
  3. Develops tailored investment proposals, presentations, and high pitch decks to local and foreign investors
  4. Prepares business cases and value propositions that are linked to manufacturing entities in the industrial parks/zones
  5. Supports investors through the investment journey of registration, licensing, approvals, land inquiries, utilities, etc.ย 
  6. Collect, analyze and document business environment insights, including barriers to investment and investor feedback.ย 
  7. Prepare periodic analytical reports on investor facilitation activities, investor pipeline status, and service performance indicators.ย 
  8. Support investor aftercare activities, including monitoring project progress, follow-up on commitments, and facilitating linkages to relevant stakeholders.ย 
  9. Maintain accurate investor data on pipeline of prospects, leads, and active investors.

POST TITLE: ADMINISTRATIVE ASSISTANT

SALARY: UIA 7

REPORTS TO: ADMINISTRATION OFFICER

Job Summary: The Administrative Assistant is responsible for providing general support such as scanning and filing documents, drafting correspondences, compiling land applications among others for the department.

SPECIFIC RESPONSIBILITIES:

  1. Scanning, filing and logging Land documents, Investor EIAs, Plans etc.
  2. Advising clients on appropriate procedures and action.
  3. Drafting correspondences and compiling land applications
  4. Manage Calendar and schedule and coordinate meetings and appointments and travel arrangements.
  5. Any other duties as may be assigned from time to time.

ACADEMIC QUALIFICATIONS

A Diploma in Business Administration, Law, International Business, International Trade, Business Studies, Finance and Accounting, Economics, Marketing, Information Technology, Entrepreneurship, from a recognized university or institution.
