The Uganda Investment Authority (UIA) is a semi-autonomous government agency operating in partnership with the private sector and the Government of Uganda to drive national economic growth and development. The Authority was set up by an Act of Parliament (Investment Code 1991, which was later revised to the Edition 2000 Laws of Uganda) 2019 with the aim of promoting and facilitating private sector investment in Uganda.

The ability of the Authority to fulfill its mandate primarily lies in the way in which its Human Resource is managed from the point of entry, stay, exit and post-exit. It is a policy of UIA to attract and retain a highly qualified and competitive workforce to fulfill its mandate and hence the need to fill the vacant positions.

UIA seeks to recruit highly-skilled, experienced, and motivated qualified individuals to fill the following position:

SENIOR INVESTMENT EXECUTIVE- RECORDS AND ARCHIVES MANAGEMENT

Reports to: Deputy Director Human Resource & Administration

Directly Supervises: Investment Executive Records and Achieves

Job Summary:

Senior Investment Executive is responsible for the effective and appropriate management of an organization’s records from their creation, right through to their eventual disposal. He/she is responsible for providing access to accurate records for a range of operational and strategic purposes and will ensure that legal obligations for the creation and retention of records are met. This includes controlling the number of records created and stored and identifying which records are to be preserved for historical and research purposes and which should be destroyed. He/she is responsible for knowledge and information management, as well as information compliance (data protection and freedom of information).

Key Duties and Responsibilities

  • Oversee the management of electronic and/or paper-based information
  • Identify the most appropriate records management resources
  • Design and develop filing systems, business classification schemes and undertake records surveys
  • Set up and review documenting records systems
  • Establish retention and disposal schedules
  • Advise on new records management policies, providing a framework to guide staff in the management of their records and use of the employer’s records system
  • Standardize information sources throughout the organization
  • Manage the changeover from paper to electronic records management systems
  • Respond to information enquiries, giving appropriate access to information
  • Establishing retention and disposal schedules
  • Classifying and indexing records
  • Ensuring that records are easily accessible when needed
  • Dealing with inquiries and requests for information
  • Ensure compliance with relevant legislation and regulations
  • Preserve corporate memory and heritage
  • Manage budgets and resources
  • Train and supervise records staff.

Qualification and Experience.

  • Must have a degree in Records and Archives Management, Information Management, Librarianship and information Science, or any other relevant degree from a recognized institution.
  • A post graduate qualification in Records and Archives Management, Information Management, Librarianship and information Science, Knowledge management or any other relevant course from a recognized institution is a must.
  • Must be computer literate with a proven experience of using different information management systems
  • 4+ Years hands on experience in records management in a busy organization preferably a government entity

Key competences

  • Strong communication skills to deal with senior colleagues and other stakeholders
  • Negotiation skills to persuade sfatt/management to follow agreed record storing guidelines
  • Problem-solving and analytical skills to develop an understanding of how your organization works and build integrated records systems
  • Good project management and organizational skills
  • A good grasp of new technology and adapting to new IT packages and systems
  • An awareness of information management principles and familiarity with information systems and archives
  • Attention to detail
  • Flexibility to get involved in all aspects of information provision.

Up-to-date knowledge of data protection and freedom of information legislation is also important.
