Job Summary: The Head of PDU shall be at the level of a Deputy Director and shall be responsible for developing, implementing annual procurement plans to ensure timely availability of materials and services needed to implement UIA’s approved work plans.
Specific Responsibilities:
- Advising Management on trends, issues, problems and activities relating to best practice in procurement.
- Developing UIA‘s consolidated annual Procurement Plan in line with the approved budget.
- Developing a data base of pre-qualified suppliers for goods and services needed by the Authority.
- Administering the procurement process in coordination with user departments to acquire and make available required goods and services in the approved quantity and time needed.
- Ensuring compliance with the provisions of Public Procurement and Disposal of Public Assets (PPDA) Act regulations and procedures.
- Lead and coordinate the development of UIA’s annual procurement plan ensuring that the Plan meets the needs of the organization and supports the achievement of the organization goals.
- Ensure that the pre-qualification process is managed in a transparent manner resulting in value for money for UIA.
- Ensuring that all procurement data and information is correctly filed and managed in manner that enables easy retrieval and future reference.
- Taking the lead in the development of an asset disposal plan and ensuring that UIA’s Disposal Processes are managed in a transparent manner.
- Ensuring that all contractors/Service Providers have authorized and signed contracts stipulating their terms of reference and their obligations for effective performance.
- To lead the Procurement unit, in a manner that empowers them to deliver excellent customer service and high standards.
- Handle all Macro and Micro procurements for the Uganda Investment Authority.
Key Results Areas
- UIA Annual procurement plan and budgets approved in a timely manner
- Ensure required supplies (goods and services) are available in a timely manner.
- Ensure departmental performance reports are prepared and submitted to the respective statutory organizations and stakeholders
Key Qualifications and Experience.
- Must possess a Master’s degree in Procurement and Supply Chain Management or Masters of Business Administration (majoring in Procurement).
- Should hold a bachelor’s degree in Procurement and Supply Chain Management or a degree in Business Administration (majoring in Procurement) from a recognized institution.
- Possession of the Chartered Institute of Purchasing and Supplies (CIPS) Graduate Diploma or its equivalent from a recognized Institution is a must.
- At least 7 years’ experience in procurement; 2 years of which should be at senior level in a procurement office within Government.
- Full membership with Chartered Institute of Purchasing and Supplies (CIPS) or its equivalent from a recognized body is a must.
- Knowledge of the PPDA Act, Regulations, Standard Bidding Documents and guidelines.
