Position Title: Deputy Director – Electronic Business and Information Technology Services  

Directorate: One Stop Centre  

Unit: Electronic Business and Information Technology Services 

Reports to: Director – One Stop Centre 

Directly Supervises: All IT staff under the OSC Directorate, IT staff under internal UIA projects. 

Job Purpose: The Deputy Director – eBiz/IT is responsible for providing sound technical and strategic leadership to the electronic business (eBiz) and IT function of the organization. He/ She will oversee the implementation of electronic business systems, be responsible for making strategic information technology recommendations and implementations on behalf of the organization, in line with its vision and strategic plan. 

Specific Responsibilities: 

  1. Setting the vision for how technology with be used and implemented in line with the organization’s strategic direction; 
  1. Oversee the implementation of the Government platform for electronic business processing and licensing (www.ebiz.go.ug) by providing management services and coordination of technical effort and teams from partner agencies and vendors; 
  1. Oversee the implementation of other internal IT projects in the organization; 
  1. Lead in the development of IT budgets and monitoring of KPIs and to assess technological performance; 
  1. Participate in the development of work plans and timelines for the development and deployment of all technological services in the organization; 
  1. Supervise, mentor, communicate job expectations, monitor performance, identify skills gaps, build a highly competent and electronic business team; 
  1. Lead the development and update of all IT policies, guidelines and regulations and ensure their implementation; ensure that technology practices adhere to national and global regulatory standards; 
  1. Monitoring daily operations of all IT systems to ensure optimal performance; 
  1. Staying on top of all technology trends and developments; 
  1. Communicate technology strategy to management, staff and stakeholders; 
  1. Participating in corporate strategy formulation and implementation; 
  1. Preparing periodic performance reports; 
  1. Executing any other undertakings as may be assigned by the Director OSC. 

Key Results Areas: 

  • Ensure that the electronic business platform (www.ebiz.go.ug), the UIA domain and website (www.ugandainvest.go.ug), critical backend IT systems and workforce delivery tools, are implemented and fully operational and that issues reported are resolved in a timely manner; 
  • Prepare Unit performance reports, and ensure their timely submission; 
  • Ensure KPIs and IT budgets are monitored and assessed for optimal performance; 
  • Hold regular IT team meetings to elicit and address any operational challenges;   
  • Ensure timely submission of appraisal reports for all IT staff under the Electronic Business and IT Services unit; 
  • Oversee effective implementation of all IT projects; and 
  • Ensure that the organization’s technology is up to date with industry standards and best practices. 

Key Qualifications and Experience  

  • Degree in Information Technology, Computer Science, Software Engineering, Information Systems, Informatics, Mathematics, Physics or Engineering; 
  • Masters’ degree in any of the fields above; 
  • At least 7 years’ experience in a technological role; 2 years of which should include IT managerial experience.  
  • Professional certification in ITIL, Project Management is an added advantage; 
  • Membership to a relevant professional association is an advantage; 
  • Exceptional team management skills; 
  • Leadership and organizational abilities; and 
  • Strategic thinking and problem-solving aptitude.
