Uganda Investment Authority (UIA) is a statutory agency which is mandated to promote, attract, facilitate, register, monitor and evaluate all forms of investments and business activities in Uganda as per the Investment Code Act, 2019. It is on the basis of this mandate that UIA initiates and supports measures that enhance investments in Uganda and advises Government of appropriate policies conducive for investment promotion and growth in the country.
The Government of Uganda has secured financing from United Kingdom Export Finance and Standard Chartered Bank to a tune of Euros 249 M for the development of the following infrastructure;
- Road network and bridge including traffic management for the entire park.
- Water distribution network including water reservoirs for the entire park.
- Sewerage network including sewer underground pipe network for the entire park.
- Waste treatment plant including public toilets, a solid treatment plant for the park.
- MN Power Services that shall include the supply and laying of 33KV single core cable among others for the entire park.
- Fibre optic services and CCTV services for the entire park.
- Solar street lighting for the entire park.
- The SME workspaces.
- Other amenities such as water hydrants etc.
Uganda Investment Authority intends to recruit the most experienced and qualified technical staff to run the implementation of the project. The vacant positions are as detailed below:
- PROJECT SITE ENGINEER (ELECTRICAL)
Reporting
The Project Site Engineer (Electrical) shall report to the Project Engineer.
Working relations
Liaises with the Owner’s Engineer and other relevant project stakeholders.
Purpose of the job
The Project Site Engineer (Electrical) shall supervise and ensure that all mechanical and electrical construction activities are implemented in line with the approved designs and statutory requirements. The electrical construction shall cover; MN power services, CCTV network, fibre optic services, street lighting and all other electrical components of the project.
Key areas of focus
- Project technical studies and designs;
- Project construction and installation activities;
- Oversee the day to day project electrical engineering and technical activities;
- Reviews and inspects project deliverables.
Specific Duties and Responsibilities
The Project Site Engineer (Electrical) shall be expected to carry out the following duties and responsibilities;
- Assist the Project Engineer on electrical engineering and technical related matters on the project;
- Ensure that UIA’s interests are protected in the technical studies, designs and construction phases of all project infrastructure;
- In consultation with the Project Engineer, review all electrical engineering requirements from the Owner’s Engineer.
- Inspect all project electrical engineering activities and ensure that construction is as per approved project requirements and statutory provisions;
- In consultation with the Project Engineer, review and advice on all proposed project electrical engineering changes or variations and ensure that all approved project electrical changes or variations are implemented;
- Preparation of periodic monitoring and performance reports as per the project reporting requirements;
- Ensure that all project electrical engineering documentation is maintained.
- Facilitate the securing of requisite permits and approvals in relation to statutory requirements.
- Any other duties that may be assigned.
Outputs
The Project Site Engineer (Electrical) measurable outputs shall include;
- Approved Project deliverables such as approved project studies and designs;
- Project electrical engineering and technical documentation;
- Project issues log, changes or variations log;

Qualifications
The Project Site Engineer (Electrical) shall possess a minimum of the following;
- An honors Bachelor’s degree in Electrical Engineering.
- A master’s degree shall be an added advantage.
- A post graduate qualification and or membership to any project management professional body shall be an added advantage.
- Registration with the Engineers Registration Board is a MUST.
Experience
The Project Site Engineer (Electrical) shall possess a minimum of the following;
- Must have at least 5+ years’ work experience in supervision and management of projects post registration with Engineers Registration Board.
- Proof of experience in working in complex environments and large infrastructure and or electrical works particularly in the field of construction supervision and management.
- Proof of experience in implementation of Engineering, Procurement and Construction (EPC) projects.
- Experience in contract management, project management and programming-related work.
- Proof of experience in working on infrastructure projects will be an added advantage.

2. PROJECT ENVIRONMENTAL AND SOCIAL SPECIALIST
Reporting
The Project Environmental and Social Specialist shall report to the Project Manager.
Working relations
Liaises with the EPC Contractor, Owner’s Engineer, Independent Environmental and Social Consultant (IESC) and other relevant project stakeholders.
Purpose of the job
The Project Environmental and Social Specialist shall be responsible for coordinating, compliance monitoring and reporting implementation of all project environmental and social aspects in line with the project’s environmental requirements.
Key areas of focus
- Project technical studies and designs;
- Compliance with project environmental requirements, laws and standards while executing project construction and installation activities;
- Management of day to day project environmental and social activities;
- Reviews and inspects project deliverables.
Specific Duties and Responsibilities
The Project Environmental and Social Specialist shall be expected to carry out the following duties and responsibilities;
- Advise the Project Manager on environmental and social management issues on the project and ensure that the issues are addressed;
- Ensure that UIA’s interests are protected in the technical studies, designs and construction phases of all project infrastructure;
- In consultation with the Project Manager, review the ESIA and the EMPs together with any other environmental legal and regulatory requirements from the Owner’s Engineer and the IESC.
- Serves a liaison between the Project, IESC, Communities and NEMA on environmental and social matters related to the project.
- Inspect all project activities and ensure that construction is as per approved project environmental and social requirements as well as statutory provisions;
- Preparation of periodic monitoring and performance reports as per the project reporting requirements;
- Ensure that all project environmental and social documentation is maintained.
- Facilitate the securing of requisite permits and approvals in relation to statutory requirements.
- Any other duties that may be assigned.
Outputs
The Project Environmental and Social Specialist’s measurable outputs shall include;

Qualifications

- An honors Bachelors of Science Degree in Environmental Science or Environmental Management or Environmental Engineering.
- A post graduate qualification and or membership to any project management professional body shall be an added advantage.
- Registration with the NEMA is a MUST.
- Possession of a valid NEMA practicing license is a MUST.
Experience
The Project Environmental and Social Specialist shall possess a minimum of the following;
- Must have at least 5+ years’ work experience in supervision and management of environmental aspects on projects post registration with NEMA.
- Proof of experience and working knowledge of key environmental management tools such as EIAs, EAs among others in complex environments and large infrastructure and or civil works particularly in the field of construction supervision and management.
- Proof of experience in implementation of EPC + F projects.
- Experience in contract management, project management and programming-related work.
- Proof of experience in working on infrastructure projects will be an added advantage.
- Proof of experience in Social Safety Guards in a major project.

3. PROJECT COMMUNICATION AND OUTREACH SPECIALIST
Reporting
The Project Communication and Outreach Specialist shall report to the Project Manager.
Working relations
Liaises with the Owner’s Engineer and other relevant project stakeholders.
Purpose of the job
The Project Communication and Outreach Specialist shall be responsible for supporting the Project Manager to execute his/her role as the official spokesperson of the Project, enhancing the project image by ensuring the project is visible and maintained through the established communication channels and stakeholder engagement activities.
Key areas of focus
- Project communication strategy and plan;
- Communication to all stakeholders on project activities and deliverables;
- Documentation, filming and archiving of all project key events.
Specific Duties and Responsibilities
The Project Communication and Outreach Specialist shall be expected to carry out the following duties and responsibilities;
- Advise the Project Manager on all communication and outreach trends, issues, problems and activities relevant to maintaining the Projects’ image and relations;
- Ensure that UIA’s interests of advocating for a company brand with external stakeholders and the media are protected throughout the project life cycle;
- Develop and implement a project communication strategy and plans;
- In consultation with the Project Manager, review the communication protocols from the Owner’s Engineer.
- Serve as a liaison between the Project and all project stakeholders and also guide the Contractor’s outreach programme;
- Take charge of maintaining an events calendar, booking press events and coordinating information dissemination on the project for display on screens throughout UIA and on the web and other media;
- Produce background briefings and prepare spokespeople for interviews, and co-ordinate media interviews and filming requests;
- Respond to crisis communications to mitigate negative coverage of the project;
- Maintain and keep the Project’s photo library up-to-date and ensure proper documentation of all project related events / activities.
- Preparation of periodic monitoring and performance reports as per the project reporting requirements;
- Any other duties that may be assigned.

Experience:
The Project Communication and Outreach Specialist shall possess a minimum of 5+ years’ work experience in corporate communications and public relations on similar projects.

4. PROJECT ADMINISTRATOR
Reporting
The Project Administrator shall report to the Project Manager.
Working relations
Liaises with the EPC Contractor, Project Management Team and other relevant project stakeholders.
Purpose of the job
The Project Administrator shall offer records management and administrative support services to the Project Management Team.
Key areas of focus
- Project Records Management System;
- Project Human Resources matters;
- Project front desk and secretarial services;
- Project administrative services.
Specific Duties and Responsibilities
The Project Administrator shall be expected to carry out the following duties and responsibilities;
- Setup a records management system and shall be responsible for archiving and retrieving of all project records;
- Assist the Project Manager and UIA’s HR unit in the management of the project human resources as per UIA’s Human Resources Manual, 2015 which include among others leave management, facilitation of appraisals, preparation of the project staff payroll.
- Ensure that all project staff are facilitated with the required office tools to undertake their assignments and liaise with the EPC Contractor to maintain project equipment and assets;
- Provide secretarial support services to the project which shall include but not limited to scheduling appointments, preparation and achieving of all project meeting minutes among others;
- Maintain and manage the Project’s Asset Inventory Register;
- Shall be the Project’s Front Desk Officer and will be charged with visitor’s handling, office security, and attending to the mails / communications delivered at the front office.
- Supervise and develop support staff and ensure proper housekeeping and that vehicles are properly maintained.
- Any other duties that may be assigned.
Outputs
The Project Administrators’ measurable outputs shall include;

Qualifications
The Project Administrator shall possess a minimum of; a honors bachelors in records and archiving, office administration, Human Resources Management, Business administration, Bachelors of Management Science, Bachelors of Commerce or any other relevant/ equivalent bachelor’s degree.
Experience
The Project Administrator shall possess a minimum of 3+ years’ work experience in record & archiving systems, human resources management & office administration, financial management, assets management, payroll management, performance appraisal management as well as front desk and secretarial work in similar project settings.

The Project Driver shall report to the Project Administrator.

Purpose of the job
The Project Driver shall provide road transportation services by delivering project staff and materials to support effective and timely operations of the project.
Key areas of focus
- Transportation services;
- Servicing and maintenance of project motor vehicles.
Specific Duties and Responsibilities
The Project Driver shall be expected to carry out the following duties and responsibilities;
- Safely transport project staff and official project merchandise to locations in a timely and courteous manner.
- Maintain driver logs and complete pre-trip inspections of the vehicles;
- Adhere to all safety regulations and procedures;
- Maintain service and appearance of project vehicles;
- Prepare and submit monthly vehicle reports to the Project Administrator;
- Report the need for insurance, licensing, servicing and general maintenance of vehicle to the Project Administrator;

6. PROJECT OFFICE ASSISTANT
Reporting
The Project Office Assistant shall report to the Project Administrator.

Purpose of the job
The Project Office Assistant shall provide pantry, housekeeping and office support services to the project office.
Key areas of focus
- Clean office premises;
- Provision of teas and refreshments to project staff;
- Support office operations.
Specific Duties and Responsibilities
The Project Office Assistant shall be expected to carry out the following duties and responsibilities;
- Provision of housekeeping services that shall include among others sweeping, scrubbing, mopping and polishing office floors; vacuum cleaning carpets, rags and draperies; dusting and polishing furniture and fittings; emptying and cleaning trash containers and disposing of trash in a sanitary manner; cleaning restrooms, sinks and mirrors;
- Carrying out official project errands;
- Supporting project staff in photocopying, binding and printing of official documents;
- Preparing and servicing teas to staff; washing of utensils; ensuring drinking water is available at all times;
- Arrange refreshments for break teas and meals for all schedules meetings.
- Any other duties that may be assigned by the Project Administrator.

The Project Office Assistants’ measurable outputs shall include;
- All official premises are maintained in clean, sanitary and tidy condition at all times;

7. SENIOR INVESTMENT EXECUTIVE – PROCUREMENT
Reports to: Head of DPU
Directly Supervises: Investment Executive– Procurement
Job Summary: is responsible for developing and implementing annual procurement plans to ensure timely availability of materials and services needed to implement UIA’s approved work plans. To assist the Head of PDU in overseeing purchasing of activities and evaluating suppliers, products and services, negotiating contracts, and ensuring that approved purchases are cost-efficient and of high quality of activities. He/she is also responsible for supervising other staff under him/her, maintaining positive supplier relations, evaluating supply options, approving purchases, and maintaining accurate records.

2. SENIOR INVESTMENT EXECUTIVE- RECORDS AND ACHIEVES MANAGEMENT
Reports to: Deputy Director Human Resource & Administration
Directly Supervises: Investment Executive Records and Achieves
Job summary: Senior Investment Executive is responsible for the effective and appropriate management of an organization’s records from their creation, right through to their eventual disposal. He/she is responsible for providing access to accurate records for a range of operational and strategic purposes, and will ensure that legal obligations for the creation and retention of records are met. This includes controlling the number of records created and stored, and identifying which records are to be preserved for historical and research purposes and which should be destroyed. He/she is responsible for knowledge and information management, as well as information compliance (data protection and freedom of information).

8. SENIOR INVESTMENT EXECUTIVE LEGAL -LITIGATION & CONTRACTS
Reports to: Deputy Director/Legal & Corporate Affairs
Directly Supervises: Investment Executive-Legal
Job Summary: Responsible for providing legal advice and opinion to Management concerning potential and actual legal issues or suits affecting the Authority and representing/defending the Authority in courts of law either singly or in liaison with the Attorney General or external private lawyers. Further responsible for reviewing and drafting Memoranda of Understanding, contracts and agreement documents for provision of supplies and services in line with the relevant laws and regulations and ensuring compliance with contracted obligations
Specific Duties and Responsibilities
- Representing/defending the Authority in courts of law either singly or in liaison with the Attorney General or external private lawyers.
- Providinglegal advice and opinion to Management concerning potential and actual legal issues or suits affecting the Authority.
- Carrying out regular legal risk analysis for the Authority and advising Management on proactive solutions that will eliminate or mitigate risks
- Instituting and litigating suits on behalf of UIA
- Drafting plaints, WSDs and other Court documents
- Review all contracts, agreements, MOUs and the like and ensure compliance to all existing regulations.
- Preparing contracts for service providers and ensuring compliance with contracted obligations.

9. INVESTMENT EXECUTIVE -INDUSTRIAL PARK DEVELOPMENT (CENTRAL REGION)
Reports to: Deputy Director Industrial Parks Development
Responsible for: Overseeing the administrative aspects of both public and private Industrial Parks in the Central Region.
Responsibilities
- Preparing and maintaining a database of all investors in the Industrial Parks and their activities in liaison with IPDD and the Legal Unit.
- Monthly impact reporting on status of physical development, contribution to employment and macro-economic indicators.
- Managing and monitoring Park utilities and infrastructure.
- Updating Management on the status of the park on a continuous basis.
- Attending to investors’ needs.
- Oversee the maintenance of the infrastructure as directed by Management.
- Managing the administrative issues at the KIBP Office
- Monitoring plot boundaries to ensure that there is no land encroachment, illegal activities and trespassing.
- Ensuring security at the park in liaison with the police to ensure that illegal constructions are halted and illegal structures are demolished.
- Provide relevant information and act as a Representative of UIA in liaison with IPDD in legal cases arising out of actions undertaken in the Parks.

Minimum Qualifications

10. OFFICE ASSISTANT (CLEANER)
Reports to: Investment Executive/HR & Administration
Job Summary:
The job holder takes care of the facilities and carries out cleaning and maintenance duties. He/she provides housekeeping services to maintain the premises of the Authority in a safe, sanitary and tidy condition at all times.
Specific Responsibilities
- Responsible for all basic cleaning in and around offices in the building.
- Cleans floors and rooms including dust mopping, damp mopping, sweeping, vacuuming, dusting, picking up larger objects off the floor, and spot cleaning glass and windows.
- Cleans restrooms, including restocking dispensers, emptying trash, cleaning and sanitizing fixtures, cleaning mirrors, spot cleaning partition doors and walls, sweeping and mopping tile floors, and cleaning toilets and urinals.
- Vacuums, empties trash, and replaces liners.
- Sets up, stocks, and maintains cleaning equipment and supplies.
- Monitors and maintains sanitation and organization of assigned areas.
- Transports dirty linens to correct area to be cleaned and restocks areas with clean linens.
- Assists other departments when needed to ensure optimum service to guests.
- May be required to shop for cleaning supplies as needed
- May be required to stock Kitchen and Board Room supplies as needed
- Responsible for reporting repairs and replacements encountered when executing daily tasks.
- Carrying out official errands
- Giving support to staff in photocopying, binding and printing official document
- Performs additional duties as needed and as assigned by the supervisor
Key Results Areas
- All official premises maintained in clean, sanitary and tidy condition at all times
- Cordial relations being maintained between with colleagues and other staff
Qualifications and Key Competences
- A minimum of at least O-level Certificate and any other higher qualification is a must.
- At least 2 years’ experience as cleaner or office assistant in a busy work environment/organisation.
- Must be health and clean since he/she is dealing with health and safety engagements
- Should have excellent communication and organizational skills
- Strong interpersonal and problem-solving abilities
- Highly responsible & reliable
- Ability to work cohesively as part of a team
- Excellent organizational skills with attention to detail
- Proven integrity and wise judgment
